The Quest for EHR Adoption

Today the public is commenting on the ONC Interim Final Rule and the CMS Notice of Proposed Rulemaking. The IFR issues rules for an initial set of standards, implementation specifications, and certification criteria for Complete EHRs and EHR Modules. The NPRM proposes rules for the Medicare and Medicaid incentive programs. These rules are six years in the making. Starting from an Executive Order by George W Bush in 2004, the quest for EHR adoption and interoperability of personal health information began.  With the creation of the Office of the National Coordinator for Health Information Technology (ONCHIT) and the appointment of its first National Coordinator (ONC), the first Strategic Plan was developed and implemented.
