State HIE News and Updates 8-17-21

State Health Information Exchanges (HIE) come in all shapes and sizes but have one thing in common: To improve the quality, safety and efficiency of health care delivered in their states. Colorado and Arizona – Contexture

Contexture  (@ContextureHIT) is two visionary, innovating leaders in health information exchange (HIE): CORHIO and Health Current. Together we advance individual and community health and wellness through the delivery of actionable information and analysis.

CORHIO and Health Current Introduce New Regional Organization – Contexture
CORHIO and Health Current publicly unveiled Contexture (contexture.org) as the name of the regional organization formed under an affiliation agreement signed earlier this year. Contexture is defined as “the manner of being woven or linked together to form a connected whole.” In that spirit, the mission of the new company is to advance individual and community health and wellness through the delivery of actionable information and analysis.

California – Manifest Medex

Manifest MedEx is one of the nation’s largest nonprofit health information exchanges (HIEs), combining 11.7 million claims records from Blue Shield of California and Anthem Blue Cross and 5 million clinical patient records from 150 participating partners. Manifest MedEx supports physicians, nurses, hospitals and health plans in sharing critical health information to ensure that patients receive the safest, highest-quality care possible. The California Integrated Data Exchange and Inland Empire Health Information Exchange merged to create Manifest Medex.

Manifest MedEx Supports California’s Bold Move to Require Data Sharing Between Healthcare Entities by 2024 – On July 27, 2021, Governor Gavin Newsom signed into law health care trailer bill AB 133, which boldly aims to transform healthcare for Californians through various programs, including expanding Medi-Cal eligibility, investing in behavioral health initiatives, requiring providers and health plans to share data with each other by 2024, and creating a framework the exchange of data. Manifest MedEx applauds the passage of AB 133 and thanks Governor Newsom, Assemblymember Jim Wood, and all who supported and voted to pass this legislation.

North Carolina Health Information Exchange Authority (NC HIEA)

In 2015 the General Assembly of North Carolina established a state-managed Health Information Exchange Authority (NC HIEA) to oversee and administer the NC Health Information Exchange Network. The NC HIEA is housed within the NC Department of Information Technology’s (DIT) Government Data Analytics Center (GDAC). The NC HIEA operates North Carolina’s state-designated health information exchange, NC HealthConnex, a secure, standardized electronic system in which providers can share important patient health information. The use of this system promotes the access, exchange and analysis of health information.

North Carolina’s HIE Delivers Real-Time Patient Alerts to Providers; Adds Web-Based Care Coordination Tool – Health care providers in North Carolina now have one more tool in their toolkit to help improve care coordination for their patients. NC HealthConnex is now offering real-time event notifications to participants through NC*Notify, giving them more detailed information about patient populations.

Arizona – Health Current

Health Current (@AZHealthCurrent), is a partner that gives providers the information they need to make better clinical decisions and keep people healthy. The HIE believes more complete information is more meaningful. It makes healthcare transformation possible. And Health Current is central to this progress, integrating information technology and care delivery to improve the health and wellbeing of individuals and communities.

New York -Statewide Health Information Network for New York (SHIN-NY)

NY-SHINY-200The SHIN-NY is the only HIE that provides universal access regardless of network or EHR system. New York State has made a significant investment in the SHIN-NY and in 2016 they set a goal of connecting 100% of the PPS across the state to the SHIN-NY. The eight RHIOs that make up the SHIN-NY are working directly with the PPS organizations to meet their needs.

HealtheConnections Receives Second NCQA Validation in Pilot Program – HealtheConnections (@_myhec) is pleased to receive its second Data Aggregation Validation (DAV) certification from the National Committee for Quality Assurance (NCQA). In partnership with the NCQA and three other health information exchanges (HIEs), HealtheConnections helped develop the program to facilitate the exchange of aggregated clinical data for use in HEDIS® and other quality reporting efforts.

Ohio – CliniSync

OH-CliniSync-200CliniSync (@CliniSync) is a nonprofit, independent, private organization originally funded from HITECH and the ONC. The Ohio Health Information Partnership assisted providers in EHR adoption and the infrastructure for statewide HIE. It was named CliniSync, which signifies Clinical data synchronization.

Michigan Health Information Network Shared Services (MiHIN)

The Michigan Health Information Network Shared Services (@MiHIN) is Michigan’s initiative to continuously improve health care quality, efficiency, and patient safety by promoting secure, electronic exchange of health information through the MiHIN Health Information Services Cloud (HISC). MiHIN represents a growing network of public and private organizations working to overcome data sharing barriers, reduce costs, and ultimately advance the health of Michigan’s population.

Gov. Gretchen Whitmer Appoints Michigan Health Information Network Shared Services Board Member to Commission on Services to the Aging – Governor Gretchen Whitmer has appointed Dennis H. Smith of Marquette, Michigan to the Commission on Services to the Aging (CSA). Smith sits on the Michigan Health Information Network Shared Services (MiHIN) Board of Directors and is the former president and CEO of the Upper Peninsula Health Plan.

Colorado Regional Health Information Exchange (CORHIO)

CORHIO200CORHIO (@CORHIO) manages one of the country’s largest and most successful health information exchange networks and works to improve healthcare through the use of information technology and data exchange.

Vermont Information Technology Leaders (VITL)

VITL-twitterVITL (@VITLVT) is the nonprofit organization that advances health care reform efforts in Vermont through the use of health information technology, and is the legislatively designated operator of the state’s Vermont Health Information Exchange (VHIE).

New Board of Directors Appointments – VITL welcomes Shawn Burroughs, CIO of Northeastern Vermont Regional Hospital (NVRH), to its board of directors. Shawn will be chairing the board’s Technology Committee. VITL is also pleased to announce the appointment of Jeff Tieman, President and CEO of the Vermont Association of Hospitals and Health Systems (VAHHS) as Board Secretary and member of the VITL Executive Committee.

Kansas Health Information Network (KHIN)

KS-KHINKHIN (@khininfo) capitalizes on the unique strengths that local communities and regions bring to the HIE and ensure that individual regions or communities have the decision-making authority to address local or regional health-care initiatives.

Idaho Health Data Exchange (IDHE)

The Idaho Health Data Exchange (@idahohde), a non-profit 501(c)(3) company, is Idaho’s statewide Health Information Exchange, dedicated to meeting the needs of healthcare providers and ensuring that Idaho’s citizens receive the most effective health services possible. To achieve these goals, IHDE is working with a wide-array of stakeholders and actively building a best in breed technology infrastructure to provide access to reliable data and information, combining traditional healthcare data with other data sources to help address the medical, behavioral, and social needs that influence the well-being of Idahoans.

Idaho Health Data Exchange (IHDE) Partners with Orion Health to Migrate to a Next Generation Platform – IHDE is partnering with Orion Health, a global provider of population health management solutions, to migrate IHDE to Orion Health’s state-of-the-art, next generation HIE platform.

Chesapeake Regional Information System for our Patients (CRISP)

Chesapeake Regional Information System for our Patients (@crisphealth) is a regional health information exchange (HIE) serving Maryland and the District of Columbia. CRISP is a non-profit organization advised by a wide range of stakeholders who are responsible for healthcare throughout the region. CRISP has been formally designated as Maryland’s statewide health information exchange by the Maryland Health Care Commission.

CRISP Proposes Amendments to the Payer Participation Agreement – The circumstances, laws, and policies which pertain to health information exchange are changing significantly. Our current Participation Agreement with payers does not fully reflect those changes. CRISP is proposing to materially revise several areas of the Payor Participation Agreement, to better align it with the agreement used with other participants and to incorporate necessary changes related to technology updates and changes in HIE regulations.
