ATA Advocates for Permanent Access to Telehealth and Digital Health Tools

ATA ACTION BRINGING TOP FEDERAL POLICY PRIORITIES TO CAPITOL HILL AMID ONGOING RECONCILIATION PACKAGE PROCESS

ATA Action members to meet with policymakers to support permanent access to telehealth and digital health tools

WASHINGTON, DC, JUNE 10, 2025 — ATA Action, the advocacy arm of the American Telemedicine Association, will be meeting with more than 40 Congressional offices, House and Senate leadership offices, and key committee leaders during its 3rd annual Hill Day on June 11, to advance federal policies that support permanent access to telehealth and digital health tools and encourage innovation in technology-enabled care.

“We are most definitely not standing by during the budget reconciliation process – there’s just too much at stake. This year, we will again have a large representation of ATA Action members joining us on Capitol Hill to help educate and inspire policymakers to take action,” said Kyle Zebley, executive director of ATA Action and senior vice president, public policy at the ATA. “We have clearly defined our top policy priorities for 2025, which we know are also important issues for our champions in Congress and the administration. We look forward to bringing valuable, real-world clinical perspective from our ATA Action members to these discussions with lawmakers.”

ATA Action’s top five federal policy priorities for 2025:

  • Making permanent Medicare telehealth flexibilities and the Acute Hospital Care at Home program.
  • Restoring and securing first-dollar coverage for High-Deductible Health Plan-Health Savings Accounts (HDHP-HSA) and recognizing telehealth as an excepted benefit.
  • Permanently allowing providers to prescribe controlled substances via telehealth.
  • Establishing a benefit category for Prescription Digital Therapeutics (PDTs) in Medicare and Medicaid.
  • Expanding access to Virtual Foodcare, including enhanced Medical Nutrition Therapy (MNT) coverage for Medicare beneficiaries.

“ATA Action has been the leading and trusted advocate on these issues for years and we are encouraged by the continued bipartisan, bicameral support from federal policymakers. Additionally, with expanded efforts in digital health technologies, ATA Action has introduced new policy priorities to support digital therapeutics and virtual foodcare,” Zebley added. “We’re excited to bring stronger, more wide-ranging voices to our advocacy efforts to ensure access to urgently needed services for patients, as we continue our work to transform the healthcare system in a clinically appropriate way, ensuring it delivers care to Americans where and when they need it.”
