On March 6, 2020, HHS released two landmark rules – one from CMS and one from ONC – that implement interoperability and patient access provisions of the 21st Century Cures Act. The rules will impact providers, patients, payors and vendors.

The CMS Interoperability and Patient Access final rule is focused on driving interoperability and patient access to health information by liberating patient data using CMS authority to regulate Medicare Advantage, Medicaid, CHIP, and Qualified Health Plan issuers on the Federally-facilitated Exchanges (FFEs).

The ONC Final Rule identifies and finalizes the reasonable and necessary activities that do not constitute information blocking while establishing new rules to prevent “information blocking” practices (e.g., anti-competitive behaviors) by healthcare providers, developers of certified health IT technology, health information exchanges, and health information networks.

Meet the speakers

John Nebergall
GM & VP J2 Global Fax Business Unit
John Nebergall is a Senior Vice President and General Manager of J2 Global Fax Business Unit. Mr. Nebergall is an accomplished senior executive with over 30 years of operating experience in the compliance space, with a particular emphasis in Healthcare IT. Prior to J2, John held several executive-level positions including Senior Vice President, Global Client Services and Solution Adoption at Orion Health, Senior Vice President, Client Services at Allscripts, and Senior Vice President, Credit Solutions at Experian Information Services. Most recently, John served as the General Manager of Demandforce, a Bay Area cloud software company serving the Healthcare, Dental, Chiropractic and Lifestyle industries, where he drove all aspects of this business. He is also an Adjunct Professor of Clinical Informatics at the University of Illinois, Chicago. John is a Certified Public Accountant and earned his undergraduate degree in Accounting from DePaul University and an MBA from the University of Chicago.

Jeff Coughlin
Senior Director, Federal & State Affairs for HIMSS
Before joining HIMSS, Jeff was the team leader for corporate accounts at the Marwood Group, where he worked with non-profit health systems, health IT vendors, professional societies, and trade associations, analyzing where they could most effectively influence legislative and regulatory processes and focus their advocacy efforts.

His career also included several years in the health care non-profit advocacy world, where he led efforts in policy development, directed outreach to Congress and Executive Branch agencies, built advocacy coalitions with like-minded organizations, and created robust grassroots networks. He also worked for the Department of Health and Human Services, where he was part of the team responsible for the development, implementation, and management of the Government Performance and Results Act within the Department.

His educational background includes a Master’s Degree in Public Policy from the College of William & Mary and a BA in Political Science from Providence College.
