Center for Medicare & Medicaid Services have issued the following proposed rules and have opened comment periods.

CMS Seeks Public Input on Inpatient Hospital Whole-Person Care, Proposes Updates to Medicare Payments

The Centers for Medicare & Medicaid Services (CMS) issued a proposed rule that would update Medicare payments and policies for inpatient and long-term care hospitals. The agency is also seeking public input on ways to improve the quality of care provided by inpatient hospitals. The feedback received will help advance CMS’ commitment to Making America Healthy Again by reprioritizing patients’ activity, nutrition, and overall wellness.

The FY 2026 IPPS and LTCH PPS proposed rule has a 60-day comment period. The proposed rule can be downloaded from the Federal Register.

Fiscal Year 2026 Inpatient Rehabilitation Facility Prospective Payment System Proposed Rule CMS-1829-P Fact Sheet

On April 11, 2025, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule that proposes updates to Medicare payment policies and rates for inpatient rehabilitation facilities under the Inpatient Rehabilitation Facility (IRF) Prospective Payment System (PPS) and the IRF Quality Reporting Program (QRP) for fiscal year (FY) 2026. CMS is publishing this proposed rule consistent with the legal requirements to update Medicare payment policies for IRFs annually. CMS is publishing this proposed rule consistent with its statutory authority to update Medicare payment policies for IPFs annually.

On April 11, 2025, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule for updates to Medicare payment policies and rates for skilled nursing facilities under the Skilled Nursing Facility Prospective Payment System (SNF PPS) for fiscal year (FY) 2026. CMS is publishing this proposed rule consistent with the legal requirements to update Medicare payment policies for SNFs annually. This fact sheet discusses the major provisions of the proposed rule.
