Spotlight on State Exchange: Arkansas SHARE
The Arkansas State Health Alliance for Records Exchange or better know as SHARE, is the statewide health information exchange that allows the participating members to access and securely share medical health records between its members. SHARE is the HIPAA compliant infrastructure needed to facilitate the information exchanging. SHARE was established by an ONC grant to the Arkansas Office of Health Information Technology (OHIT). The ONC approved the submitted HIE Strategic and Operation Plans in February 2011 and OHIT received a $7.9 million federal grant for the State Health Alliance for Records Exchange (SHARE). The Arkansas legislature approved establishing OHIT and its ability to create SHARE in March 2011. Phase 1 of SHARE with secure messaging was rolled out in March of 2012.
A Statewide Health Information Exchange (HIE) financial sustainability study was conducted by the OHIT. The one time grant from ONC would be used for initial startup expenses. The study was presented by the HIE Council and showed a sustainable revenue model should be implemented for SHARE based on contributions by all constituent groups, Medicaid, Payers, Hospitals, and Providers.
