HIE Resources for Stage 2 Interoperability
In Stage 2 of the EHR Incentive Programs providers will be required to exchange EHR data with health care organizations as well as exchange patient health information when care is transitioned from one provider to another. These are requirements for meaningful use of certified EHR technology. Providers will need to find solutions to securely exchange health information and understand the options of their local exchanges. Stage 2 began in 2014 for those early adopters of EHRs, which means they will be reporting 90 days of transition of care measures. Regional Health eDecisions: A Guide to Connecting Health Information Exchange in Primary Care – This document was prepared for the Agency for Healthcare Research and Quality (AHRQ), HHS, and prepared by the Department of Family and Preventive Medicine, University of Oklahoma Health Sciences Center, Oklahoma City, Oklahoma and Norman Physician Hospital Organization, Norman, Oklahoma. This document will help primary care practices connect to regional health information exchanges. It lays out a blueprint to help a practice connect its EHR to a Regional Health Information Organization (RHIO), offers tips to engage staff buy-in, addresses technical issues, and helps to make sure that data acquired from information exchange can be accessed by clinicians as part of their regular workflows.

HIMSS EHR Association White Paper – Practical Guidance to Implement Meaningful Use Stage 2 Secure Health Transport for Certification and Meaningful Use. Meaningful use (MU) Stage 2 introduced three transport standards for use in healthcare information transport, which are summarized in the latest, updated white paper from the EHR Association Standards & Interoperability Workgroup. The white paper describes the purposes of these standards, provides practical guidance to software developers on how to apply one or more of these standards to meet certification requirements, and highlights the flexibility allowed by MU Stage 2 in the ways providers may qualify in deploying health information exchange (HIE) with a certified EHR. Updates are included to further clarify the use of metadata and areas to consider when resolving addresses of intended recipients.
